Products and Services

HPA works closely with the leadership, committees and staffs of client organizations to address their health policy needs. Our scope of work encompasses federal health policy focusing primarily on Medicare, Medicaid, the Children’s Health Insurance Program, and the private market for health insurance including coverage under the Affordable Care Act (ACA).  HPA provides written products as well as other services to support the advocacy efforts of our clients, including:

 

Policy and Payment

  • Design and analysis of policy proposals

  • Strategic advice about policy risks and opportunities

  • Analysis of delivery and payment models

  • Strategic advice related to Medicare coverage, coding and payment for new and emerging products

  • Analysis of federal policies, guidance, and waiver activities relating to Medicaid and private insurance coverage including ACA marketplace coverage

Regulatory Activities

  • Detailed summaries of federal regulations

  • Customized client briefings on proposed and final regulations

  • Development of comments for clients on regulations

  • Analysis of Medicare provider payment rates (e.g., physician, hospital inpatient and outpatient, post-acute care providers, durable medical equipment, clinical lab fee schedule)

Legislation Support

  • Development of legislative specifications and draft legislative language

Speaking Engagements

HPA principals speak on national health care issues to audiences throughout the country, and help develop educational programs covering health policy developments and the concerns of client organizations and their members.
